Recycled-content packaging specification guide
How UK packaging buyers can define PCR and rPET scope, verify percentages, calculate complete-pack content and approve performance without treating a product name as proof.
Recycled content is an input claim about material used in a pack. It is not automatically a recyclability, carbon, food-contact or performance claim. A useful specification identifies the exact component, percentage, calculation basis, supplier evidence and production conditions, then links that evidence to an approved sample and trial record.
Define the claim before comparing products
Start by writing the intended scope. Is the statement about the bottle body, pouch film, cap, label, shrink film or the complete pack? Is the percentage based on mass? Does it describe physical recycled material in the product, a controlled mass-balance method or another chain-of-custody basis? Is the source post-consumer, pre-consumer or another defined stream? The supplier's terminology and calculation method should be retained verbatim in the evidence file.

Distinguish PCR, production scrap and mass-balance evidence
PCR is commonly used to mean post-consumer recycled material recovered after use. Pre-consumer or post-industrial terms are often used for material recovered from manufacturing streams before consumer use. Definitions and exclusions can vary between schemes and supplier documents, so the approved wording should use the definition supported by the evidence rather than relying on an abbreviation alone.
Physical recycled content and mass-balance allocation are different evidence models. Where a mass-balance or chain-of-custody method is used, record the scheme, allocation unit, product scope, certificate period and wording permitted by that scheme. Do not present an allocated claim as though a measured physical percentage has been confirmed in the individual pack unless the evidence says so.
Calculate complete-pack content from component mass
Calculation principle: add the mass of verified recycled material in every component included in the claim, then divide by the total mass of all components included in that same claim scope. For each component, verified recycled mass is the component mass multiplied by its verified recycled-content fraction.
Keep the bottle or pouch body, closure, liner, pump, label, adhesive, sleeve and secondary wrap as separate rows. Use measured or controlled specification weights and identify excluded items. If only the body contains verified recycled material, the complete-pack percentage will be lower than the body percentage unless the statement is explicitly body-only.
Do not mix unmatched evidence
A bottle declaration from one supplier, a generic cap assumption and a label figure from another project do not form a complete-pack claim unless each document applies to the exact approved components. Keep source, date, product code and calculation row together.
Control rounding and ranges
State the rounding rule, whether the supplier guarantees a minimum, nominal or range, and how component weight tolerances affect the result. Marketing wording should not imply greater precision than the underlying evidence supports.
Approve performance and appearance separately
Recycled material can influence colour, clarity, odour, mechanical behaviour, surface condition, barrier or processing depending on the grade and application. These possibilities are trial questions, not universal disadvantages. Agree the acceptable appearance and functional range, then test representative material from the intended supply.
- Check dimensions, weight, wall or film distribution and visual consistency against the drawing.
- Use the actual product or an agreed safe equivalent under the intended fill and storage conditions.
- Test closure fit, seal, torque, leakage, dispensing and tamper evidence where relevant.
- Check label adhesion, coding contrast, sensor detection and automatic handling.
- Run representative production and downstream accumulation, packing and transport checks.
- Retain accepted and failed samples, lots, settings, results and deviations.
Keep product-contact and regulatory suitability grade-specific
Do not infer suitability for food, beverage, cosmetic, household, healthcare or chemical use from the polymer family or recycled-content description. Request current declarations for the exact grade, component, manufacturing route and intended conditions. The pack may also include virgin-material functional layers, barriers or closures that require their own review.
Where a supplier changes feedstock, percentage, process, site or certification, treat it as a controlled change. The evidence owner should decide whether document review is sufficient or whether compatibility, migration, storage or production testing must be repeated.
Connect the claim to the complete packaging system
A recycled-content bottle still depends on the closure and liner, label and adhesive, filling process and secondary packaging. No. rPET identifies recycled PET, but the percentage can vary by product and supply arrangement. Obtain a current declaration for the exact bottle or component rather than inferring a percentage from the material name.

Can recycled-content packaging be used for food or cosmetic products?

Does recycled content prove that the pack is recyclable?
No. Recycled content describes input material. Recyclability concerns collection, sorting and reprocessing of the finished pack in the intended market. The two statements need separate evidence.
